About Us

The Brillion Housing Authority, located in Brillion, Wisconsin, has proudly served the community since 1969 by providing safe, affordable, and quality housing opportunities for eligible households.

We serve residents throughout Brillion, Calumet County, and surrounding communities by offering affordable housing options for individuals and families who meet program eligibility requirements. Our goal is to create welcoming communities where residents can feel safe, supported, and at home.

The Brillion Housing Authority oversees two apartment communities in Brillion with a total of 47 rental units. Our housing programs serve a variety of eligible households, including low-income individuals and families, older adults, and persons with disabilities. Heritage Apartments is specifically designated for individuals age 62 or older and persons with disabilities, while other housing opportunities may be available to eligible households based on program requirements.

The Brillion Housing Authority offers 1-bedroom and 2-bedroom apartment units only. Unit size is determined in accordance with applicable HUD, Rural Development, LIHTC, fair housing, and occupancy standards, based on household composition, household size, program eligibility, and unit availability.

In general, 1-bedroom units may house up to two occupants. 2-bedroom units may house a minimum of two occupants and a maximum of four occupants. The maximum household size for a family unit is four occupants. Final unit assignment is determined by program requirements, occupancy standards, and the number of eligible household members approved to reside in the unit.

As an independent governmental agency, the Brillion Housing Authority is governed by a local board made up of City of Brillion residents. Our programs operate without the use of municipal tax dollars. Funding is provided through tenant-paid rents, program income, and assistance through the Department of Housing and Urban Development, Rural Development, and other applicable housing programs.

Our mission is to promote and provide decent, safe, sanitary, and affordable housing, economic opportunity, and a suitable living environment free from discrimination. We are committed to following all applicable fair housing laws and program requirements while helping eligible applicants find housing that fits their needs.

What is considered income when applying for housing?
Income that is typically counted:
Employment Income
• Gross wages (before taxes)
• Salaries
• Overtime (if it is likely to continue)
• Bonuses and commissions
• Tips
• Self-employment earnings (net business income)
Government Benefits
• Social Security retirement benefits
• SSDI (Social Security Disability Insurance)
• SSI (Supplemental Security Income)
• Unemployment compensation
• Worker's Compensation (if paid periodically)
• Veterans’ benefits
• Pension and retirement distributions
• Railroad retirement benefits
Child and Family Support
• Child support received
• Alimony or spousal maintenance received
• Regular financial contributions or gifts from someone outside the household (if they are recurring and expected to continue)

Income from Assets
If household assets exceed the applicable threshold (HUD updates this periodically), income generated from those assets may be counted, such as:
• Interest from savings accounts
• Dividends
• Rental income from other property

• Investment earnings
Other Sources
• Regular payments from annuities
• Certain tribal payments
• Income from recurring insurance settlements
• Periodic payments from legal settlements

What about assets?
Even if an asset itself isn't counted as income, the income it produces often is.
Examples:
• Savings account: The balance isn't annual income, but the interest earned is.
• Stocks: Dividends count.
• A second home: Rental income may count, and the equity may need to be disclosed depending on the program.

Household income means everyone's income
Generally, management must include the income of all adult household members and, in some cases, income earned by minors (depending on the source and program rules).
For example:
• A married couple applying together: both incomes count.
• An adult child living in the household: their income usually counts.
• A minor's part-time job: often excluded under HUD rules.
How is rent calculated for these apartments?
Rent is typically set at 30% of your gross monthly income. Once you are deemed income-eligible based on HUD income limits, any applicable deductions (like medical expenses or childcare costs) will be factored in to determine your final rent amount.
What amenities are included in the apartment units?
Each unit offers:

-Water and sewer services included
-An electric utility allowance
-Central air conditioning
-Electric range and refrigerator (with freezer on the bottom)
-Walk-in showers
-Individual thermostat for heating
-Internet/TV-ready units (tenant pays for service)
-Outdoor patio/sidewalk space (tenant responsible for upkeep)
What building amenities are available to residents?
The community features:

-Units with 1- and 2-bedroom options
-One off-street parking spot per unit
-Furnished community room with kitchen for special gatherings
-On-Site laundry
-Video security system throughout
-Resident computer center
-Office with indoor mailboxes
-On-site beautician (tenant pays for services)
-Well-maintained grounds and units
How does the waiting list work and what should I prepare?
Eligible applications are added to the waiting list based on the date and time a completed application is received. The wait time may vary. Applicants will be notified if they do not pass background screening.

When a unit becomes available, you will be asked to verify the following (if applicable):

-Recent Social Security award letter
-Most current pay stubs or income documentation
-List of all financial assets (bank accounts, investments, etc.)
-Documentation of medical expenses (for seniors/disabled applicants)
-Childcare provider information (for family applicants)
